In order to accelerate the implementation of the ECOWAS Component of the Regional Food Facility Program of UEFIDA-ECOWAS, the ECOWAS Commission has developed a partnership with UNOPS. UNOPS is a UN agency that provides project management support to Government Institutions, international financial institutions and non-governmental organizations. UNOPS provides unique solutions focused on results through the fast, efficient, transparent and accountable implementation of projects.
UNOPS has in place a team of experts responsible for implementing ECOAGRIS. This team has been operational since October 2011. Based in Abuja, Nigeria, it works closely with the Department of Agriculture, Environment and Water Resources of the ECOWAS Commission and its mission is scheduled to be completed by the end of March 2012.
The methods for the identification and monitoring of vulnerable populations or at food risk were added to the monitoring the agricultural season and the cereal balance to treat the question of accessibility. The first national early warning systems, established in Mali and Chad in 1984 on the initiative of an NGO under Belgian law, AEDES. The methodologies developed in these first experiments were then used to establish other national systems, particularly in Niger and Burkina Faso.
